CAPITAL ACCOUNTING PARTNERS was started by Nicolie Lettini to offer California's local agencies an alternative to assist with the preparation of OMB 2 CFR Part 200 (formerly A-87) cost allocation plans, ICRPs, full cost allocation plans, and rate studies.

 

 

 

 

 

The Team

NICOLIE LETTINI, MBA

 

Nicolie (Nicky) is the president and owner of Capital Accounting Partners, and CostTree, the first cloud-based cost allocation software. Nicky has over 15 years of consulting experience, preparing over 600 cost allocation plans and cost of service analysis. As a former senior consultant with both Maximus and Public Resource Management Group, LLC (PRM), Nicky gained a broad base of experience working for state and local governments throughout California, Nevada, Oregon, Washington, Texas, New Mexico, and Colorado. Her excellent working rapport with the State Controller's Office staff and her genuine desire to help her clients provide a level of service second to none.

 

Nicky's number one goal in every project she takes on is to provide the highest level of service to her client. She will do what it takes to make sure the project not only gets done, but gets done right and that it exceeds all client expectations. She has never turned in a project late.

 

Nicky also brings a wealth of knowledge and experience to every client, assuring that their plan is the best it can be. 

 

Lastly, and most importantly, Nicky spends the time necessary explaining to the client the ins and outs of their plan and how to understand it in order to assure the client takes full advantage of every benefit the cost plan can provide.

 

Nicky is a graduate in Managerial Economics from University of California, Davis and obtained her MBA in Accounting at California State University, Sacramento.

DAN B. EDDS, MBA, PMP

 

Dan is a project manager with Capital Accounting Partners (CAP). He has more than 15 years of experience consulting within the public sector. His operational improvement work has involved problem solving and process improvement opportunities for core business processes. In these projects, business processes are evaluated for cost and opportunities for improvement. The result is a clear understanding of how to improve the delivery of services, lower long term operational cost, and increased staff productivity. Dan has extensive training in facilitation, group decision-making and strategic planning from the Institute of Cultural Affairs.

 

 

Prior to joining CAP he was a project manager with FCS GROUP, a regional firm out of Redmond, Wash. He also served for five and a half years as senior project manager with a major international governmental consulting firm with offices in the Western United States. In that position, he conducted and managed financial and operational analysis with numerous counties and cities. His work has involved process analysis for the purpose of restructuring fees for full cost recovery of Land Development, Planning, Public Works, Recreation, Police, Fire Prevention, Hazardous Materials, GIS, Library, and other services.

 

 

Dan holds a master's degree in business administration from the Albers School of Business and Economics at Seattle University. He is a regular presenter at state GFOA conferences, and has been professionally training in strategic planning and group facilitation. In addition, he is a Kaplan Norton Balanced Scorecard Certified Graduate and he is a Baldrige Quality Award Examiner through the Washington State Quality Award program.
