years with the State Controller’s Office. Most recently he worked
with valley counties from Kern to Shasta and with Santa Clara, San
Mateo and Contra Costa counties. While overseeing adherence to
federal regulations, Tillman has always pointed out to his client
counties areas that would provide increased federal reimbursement of
indirect costs based on his belief that every county should receive
all of the reimbursement to which they are entitled based on federal
cost principles.
